Insurance Commissioner/Creation; constitutional amendment to create position of Insurance Commissioner, elected member of Cabinet, to prohibit certain campaign contributions to or solicitation of certain campaign contributions by or on behalf of candidates for office of Insurance Commissioner, & to provide effective date & for filling initial term for said commissioner. Amends s. 4, Art. IV; creates s. 8, Art. VI, s. 27, Art. XII.
