Commercial Property Assessment Increase/Limitation; constitutional amendment to authorize, pursuant to general law & subject to conditions specified therein, limitation on increases in assessments of real property used for commercial purposes to greater of 5 percent or average annual percentage growth revenues derived from property over preceding 3 years. Amends s. 4, Art. VII.
