Jacksonville Transportation Authority [EPCC]; Expands the scope of the Jacksonville Transportation Authority (JTA). Revises the authority, powers, rights, & responsibilities of the JTA to provide for planning, coordinating, developing, financing, refinancing, constructing, owning, leasing, purchasing, operating, maintaining, relocating, equipping, repairing, & managing certain transportation projects intended to address needs or concerns in the Jacksonville, Duval Co., metropolitan area, etc.
