Funding for State Veterans' Homes [LPCC]; Expands types of veterans special license plates from which revenues generated from sale of such plates may be used; dedicates portion of such revenues solely to construct, operate, & maintain domiciliary & nursing homes for veterans; requires registration applications & renewal forms for motor vehicles to include language permitting voluntary contribution of $1 to state homes for veterans.
