Street Racing; Creates "Luis Rivera Ortega Street Racing Act"; revises provisions prohibiting certain speed competitions & exhibitions; prohibits driving in any race, drag race, exhibition of speed, or exhibition of acceleration; prohibits certain acts in association with race, drag race, exhibition of speed, or exhibition of acceleration; prohibits being spectator at any such race, drag race, or exhibition, etc.
