Referendum/Millage Rate Increases; Proposes amendment to s. 9, Art. VII of State Constitution to authorize, if approved by vote of electors of area affected, millage rate of more than 100 percent of rolled-back rate based upon previous year's maximum millage rate & adjusted for growth in per capita Florida personal income.
