GENERAL BILL by Health and Human Services Appropriations ; Judiciary ; Children, Families, and Elder Affairs ; Storms

Mental Health and Substance Abuse [SPCC]; Requires level II screening for all personnel who work with persons with mental illness. Provides for HIV testing of persons being transported for mental health services upon the request of law enforcement officers or other designated agents who come into contact with the person's body fluids. Establishes priority populations who are eligible for services funded by the DCFS, etc.
