State Funding for Medical Student Education; Requires state funding for medical student education at state university colleges of medicine using funding methodology that provides base level of state support on per-student basis; provides requirements for funding methodology to be determined by Board of Governors in consultation with OPPAGA; requires annual update of funding methodology; provides for startup funding for new medical schools, etc.
