Horse Country License Plate [EPCC]; Creates a Horse Country license plate. Establishes an annual use fee for the plate. Provides for the annual use fees to be distributed to PCMI Properties, Inc., to fund its activities, programs, and projects within the state. Requires that funds must be used in this state, etc.
