Department of Highway Safety and Motor Vehicles [EPCC]; Reenacts and amends the provision relating to the creation of the Department of Highway Safety and Motor Vehicles (HSMV) under the Florida Government Accountability Act. Requires the HSMV to collect and report to the Legislature information concerning customer service at driver's license offices. Deletes provisions exempting certain persons from the requirement to surrender a license issued by another jurisdiction, etc.
