Operation of the Florida Lottery; Revises provisions to conform to possible operation of lottery through concessionaire; provides that specified provisions apply whether department directly operates lottery or through concessionaire; provides for agreement under which lottery may be operated; limits duration; provides limits on games offered; provides for payments; provides for collection of funds in excess of specified baseline growth percentage, etc.
