Alcoholic Beverage Offenses; Prohibits consumption of alcoholic beverages by persons under age 21; provides that first violation by certain persons is civil infraction; provides other penalties; provides for participation in specified programs by violators; requires participation in drug & alcohol education program; requires alcohol & drug evaluation & any necessary treatment; requires community service; provides for driver's license sanctions.
