Postelection Audits; Requires Secretary of State to appoint independent postelection audit team; provides criteria for selecting & appointing audit teams; provides criteria for conducting & publishing audits; requires that public be allowed to observe audit process; requires DOS to adopt rules to administer postelection audits; repeals certain existing provisions relating to voting system audits & rules relating thereto.
