Trust Funds/Department of State [FPCC]; Terminates the Operating Trust Fund, the Library Services Trust Fund, and the Fine Arts Trust Fund within the Department of State. Requires that moneys received from rental of facilities and properties managed by the Division of Library and Information Services be held in the Grants and Donations Trust Fund rather than the operating trust fund, etc.
