Voting Rights [LPCC]; Requires that records developed or maintained by a state agency pursuant to an investigation by the Board of Executive Clemency be released to the person who is the subject of such investigation or his or her legal representative. Requires that an authorized agent of the Division of Elections provide to the Governor the necessary voter registration applications and other forms required for the restoration of a convicted felon's voting rights, etc.
