Commissioner of Education [SPCC]; Proposes amendments to the State Constitution which will create an elected Commissioner of Education who will be a member of the Cabinet and will be responsible for the supervision of public education as provided by law; requires the Commissioner of Education to hold a bachelor's degree or a higher academic degree; includes the Commissioner of Education with other Cabinet members as a trustee of the Internal Improvement Trust Fund, etc.
