Drivers' License Restrictions/Person Under 18 Yrs. [EPCC]; Restricts the number of certain passengers permitted in a vehicle operated by a person under 18 years of age unless accompanied by a driver at least 21 years of age. Provides for secondary enforcement. Provides citation procedures for violation of such restrictions, etc.
