High School Athletics; Revises provisions relating to membership of board of directors & representative assembly of FHSAA; redesignates FHSAA's commissioner as executive director; requires separate playoff systems for public & nonpublic schools; requires executive director to investigate alleged violations of bylaws & policies; provides for appointment of judicial officer to determine violations & impose penalties, etc.
