Affordable Housing [RPCC]; Provides for the assessment of property receiving the low-income housing tax credit. Specifies the criteria to be used in arriving at just valuation of a structural improvement, condominium parcel, or cooperative parcel. Revises purposes for which State Apartment Incentive Loans may be used. Revises requirements for distribution of funds in the Local Government Housing Trust Fund, etc.
