Driver Licenses; Provides that minor who is not in compliance with education requirements is disqualified from operating motor vehicle until certain conditions are met; provides for revocation of driving privileges & driver's license or learner's driver's license; provides for hardship waiver of requirements; prohibits DHSMV from issuing or reissuing license to person who is disqualified from operating motor vehicle.
