Towing Vehicles or Vessels on Private Property [EPCC]; Requires that a person engaged in the business of towing obtain written authorization from the owner or operator of a business establishment where alcoholic beverages are sold before towing a vehicle or vessel from such property. Provides that a violation of such provision is a third degree felony, etc.
