Household Moving Services; Narrows definition of storage for household moving services to mean "temporary storage"; provides legislative intent to allow mover to refuse to transport certain items & exclude liability for certain situations; changes registration requirement for movers & moving brokers to biennial; provides that neither shipper nor mover can waive moving services' written estimate requirement, etc.
