Electronic Health Records; Creates Florida eHealth Initiative Act; authorizes AHCA to operate Electronic Medical Records System Adoption Loan Program; provides for eligibility, terms, & conditions for granting loans; expands access to certain medical information & laboratory reports to facilitate exchange of data between health care facilities, practitioners, & providers; creates Florida Health Information Exchange Advisory Council, etc.
