Reproductive Health Services and Family Planning [SPCC]; Creates the "Prevention First Act." Provides for the duties of licensed health care practitioners and health care facilities when providing care to rape survivors. Requires the Department of Health to provide certain information. Requires the AHCA to provide for enforcement and impose penalties. Requires licensed pharmacies to dispense certain forms of contraception without delay, etc.
