Early Learning [SPCC]; Revises provisions relating to membership of early learning coalitions; authorizes use of telecommunication methods by early learning coalition boards; transfers requirements for establishment of statewide child care resource & referral network by DCFS to AWI; provides for use of early learning coalitions as child care resource & referral agencies, etc.
