Early Learning [SPCC]; Cites this act as the "Success in Early Learning Act." Authorizes the use of telecommunication methods in conducting early learning coalition board meetings. Provides additional criminal offenses for screening child care personnel. Requires the DOE to assist school districts, charter schools, the Florida School for the Deaf and the Blind, and certain private schools and providers in developing policies and procedures, etc.
