Public Employees' Charitable Campaigns; Creates Public Employees' Charitable Campaign for local public employers other than state or federal employees; authorizes public employer to conduct charitable campaign as sole fundraising drive conducted during work hours; provides for workplace campaign activities & employee payroll deductions; requires all campaign contributions to be voluntary; provides for employee withdrawal from campaign, etc.
