Grandparental Visitation [SPSC]; Authorizes the grandparent of a minor child to petition a court for visitation under certain circumstances. Requires a preliminary hearing on harm to the minor resulting from denial of visitation. Authorizes appointment of a guardian ad litem and mediation following a prima facie showing of harm. Provides for modification of an order awarding grandparental visitation. Provides an exception to mediation of grandparent visitation disputes, etc.
