Cost Recovery/Nuclear & Integrated/Power Plants; Revises provisions for recovery of costs; authorizes utility to recover costs through rates upon determination by PSC that costs are prudent; provides that approved rates shall not become effective prior to certain date; provides for adjustment of rates approved without determination that costs are prudent; requires refunds to customers of certain amounts plus interest & specifies manner of refunds, etc.
