Highway Safety Violations [CPSC]; Provides an additional penalty for violations of provisions that require traffic to stop for a school bus, prohibits racing on highways, and prohibits reckless driving. Provides for distribution of moneys collected. Requires a court to order a defendant, after a first conviction for DUI, to participate in a minimum of 50 hours of community service as a condition of probation, etc.
