Environmental Permitting; Requires DEP to pursue issuance of state programmatic permit or regional general permits from U.S. Army Corps of Engineers; delays effective date of rule adding slash pine & gallberry to list of facultative plants; revises provisions concerning methodologies used to delineate landward extent of wetlands & surface waters; provides for local government to establish expedited review process under certain circumstances, etc.
