Juvenile Justice; Provides eligibility for certain services for children 9 years of age or younger at time of referral for delinquency; directs DJJ to focus on principles of restorative justice; requires DJJ to examine and revise its strategies, policies, & practices to ensure that all youth are treated equally, without jeopardizing public safety, etc.
