Art in Public Buildings; Repeals requirement that specified portion of appropriations for new construction of state buildings be used for art; provides for future reenactment of such provisions & reversion of statutory text to that in effect before repeal; prohibits expenditures for public art during interim without prior legislative approval; provides for application.
