Florida Kidcare Program; Clarifies application of Florida Kidcare program to include all eligible uninsured, low-income children; removes restriction on participation in Florida Healthy Kids program; authorizes certain enrollees to opt out of Children's Medical Services Network or Florida Kidcare Plus; revises coverage limitations, restrictions on enrollment, & limitations on age & income for certain coverage under Florida Kidcare program, etc.
