Penalties for Driving Under the Influence; Provides for mandatory placement of ignition interlock device on all vehicles owned & operated by person convicted of four or more DUIs if person obtains restricted license or permit; increases fine that may be imposed under certain conditions; provides for distribution of additional funds; provides petition & license-reinstatement process for those persons whole license has been permanently revoked for multiple DUI convictions, etc.
