English Language Learners Pilot Program [WPSC]; Requires that the State Board of Education implement a pilot program that provides professional development training for reading teachers to become qualified to teach reading to students who are English Language Learners. Requires that the Commissioner of Education select three school districts to participate in the pilot program. Requires that each participating district submit an annual progress report to the DOE, etc.
