Heather's Law/Cellular Telephone Use in Vehicles [CPSC]; Prohibits the use of a cellular telephone while operating a motor vehicle except when using a headset or hands-free device. Provides exemptions. Provides a penalty. Provides for enforcement only as a secondary offense.
