Florida Energy and Climate Commission [EPSC]; Requires the commission to prepare a report that identifies ways in which to increase the energy-efficiency practices of low-income households. Requires the report to include certain determinations and recommendations. Requires that the report be submitted to the Legislature by a specified date.
