Motor Vehicle Safety; Requires limited access facilities that are adjacent to canal or other water body to have system of guardrails, retention cables, or other barriers between highway & canal or water body; requires DOT to establish certain standards governing installation & maintenance of barriers; requires that barriers be installed for existing highways by specified date.
