Early Learning [CPSC]; Deletes an obsolete reference to the repealed subsidized child care program. Authorizes county agencies responsible for licensure or approval of child care providers to be granted access to certain confidential reports and records in cases of child abuse or neglect. Clarifies that a licensed foster home may be dually licensed as a child care facility and receive certain payments for the same child, etc.
