Proposed Constitutional Amendments/Public Measures [WPSC]; Requires ballots to include headings for amendments to the State Constitution and for other measures. Requires a financial impact statement to follow each citizen initiative to amend the State Constitution. Requires ballot summaries for constitutional amendments and other public measures to be written at the eighth grade reading level. Authorizes the Department of State to define the term "eighth grade reading level" by rule, etc.
