Sexual Offenders and Predators [SPSC]; Preempts to the state the authority to limit the residence of a person convicted of a sexual offense. Prohibits loitering or prowling by certain offenders within a specified distance of places where children regularly congregate. Prohibits certain actions toward a child at a public park or playground by certain offenders. Prohibits the presence of certain offenders at a child care facility without notice and supervision, etc.
