Seaport Security [GPSC]; Revises provisions relating to seaport security; authorizes FDLE to exempt all or part of port from certain security requirements; provides criteria for eligibility to enter secure or restricted areas; establishes statewide access eligibility reporting system within FDLE; requires all access eligibility to be submitted to FDLE & retained within system; provides procedure for obtaining access to secure & restricted areas, etc.
