Tobacco Settlement Agreements; Provides limitation on amount of certain supersedeas bonds or other surety that may be ordered; requires trial courts to stay execution of certain judgments during appellate proceedings upon posting of supersedeas bond or other surety by signatories or parents, successors, or affiliates of signatories to tobacco settlement agreement applicable to such judgments, etc.
