Sexual Offenders and Predators; Prohibits loitering or prowling by certain offenders within specified distance of places where children regularly congregate; prohibits certain actions toward a child at public park or playground by certain offenders; prohibits certain offenders at child care facilities without notice & supervision; provides exceptions; revises provisions relating to reporting of transient addresses or locations for sexual predators & offenders, etc.
