Elections; Authorizes elector to request absentee ballots for all future elections with one absentee ballot request & provides that federal postcard application request for absentee ballot is effective for all future elections; provides circumstances under which absentee ballot request is considered canceled; permits additional early voting sites; revises hours of operation for early voting sites.
