H. Lee Moffitt Cancer Center & Research Institute [SPSC]; Revises provisions relating to the establishment of the institute and specifying primary responsibilities of the institute. Conforms provisions relating to the agreement by the Board of Governors and the not-for-profit corporation for the use of facilities on the campus of the USF. Specifies that the not-for-profit corporation and its subsidiaries shall act as instrumentalities of the state for purposes of sovereign immunity, etc.
