Mosquito Control Dist./Outstanding Florida Waters [EPSC]; Requires the board of commissioners in mosquito control districts containing Outstanding Florida Waters to consult and coordinate with the Department of Agriculture and Consumer Services and water management districts to determine certain adverse effects and develop mitigation plans for such adverse effects. Specifies dates for the adoption and implementation of mitigation plans. Authorizes the board to levy taxes for specified purposes.
