Sexually Violent Predators; Limits definition of term "sexually violent offense," for purposes of sexually violent predator provisions, to felony offenses; provides for prioritization of written assessment & recommendation for individuals scheduled or up for review for release when assessment & recommendation have not been completed within specified period, etc.
