Lottery Operations; Adds limited liability companies to list of potential vendors DOL must investigate; provides that no contract for major procurement may be entered if managing member of potential vendor has felony conviction, with specified exceptions; deletes requirement that contracts in excess of specified amount provide for liquidated damages for breach; removes cap on percentage of any one type of minority retailer that DOL may contract with, etc.
